Agricultural Law : Stock Route Network Management Bill 2016

The Stock Route Network Management Bill 2016 (the Bill) has been introduced to the Queensland Parliament with the objective to provide a single statutory framework to manage the stock route network in Queensland.

The Bill seeks to streamline the regulation of the network and clarify responsibilities and control over parts of the stock route network and allows local governments to retain the revenue raised from the fees set by the state government.

Amendments contained in the Bill include:

  1. the repeal of the Stock Route Management Act;

  2. establishing that the main purpose of the network is for the use of travelling stock on foot and the secondary purposes is grazing stock;

  3. the state will be responsible for identifying Queensland stock routes and reserves through a publicly available register;

  4. local Governments will be able to temporarily restrict or prevent stock access to part of the network on a temporary basis;

  5. a single management plan will be established clarifying the management outcomes that local governments must comply with for the network.

The Bill has been referred to the Infrastructure, Planning and Natural Resources Committee for review and consultation.

The committee will be holding hearings throughout regional Queensland between 7 February and 10 February.
